Kiffanie A. Phillips was born and raised in The Dalles, Oregon. Kiffanie and her family returned to The Dalles in early 2016 and she and Kristen Campbell partnered and established Campbell and Phillips P.C. in 2019. She’s a thorough and compassionate attorney practicing in the areas of estate planning, protective proceedings and trust and probate administration.
Due to the nature of her practice, Kiffanie often helps families through some of the most difficult life decisions they’ve ever had to make. Medicaid planning and trust and probate administration are incredibly personal. This is the part of her job that Kiffanie values, the human side. She is an excellent facilitator who works with clients to work through their situation and allow them to have confidence in their planning decisions or administration.
Prior to opening the offices of Campbell Phillips P.C., Kiffanie was an attorney at Timmons Law P.C. of The Dalles, Oregon, for three years and she spent seven years working with the firm of Thorp, Purdy, Jewett, Urness & Wilkinson P.C. in Springfield, Oregon. She appreciates a collaborative and personal practice.
Kiffanie graduated from Linfield College with a BA in Political Science and a minor in English. She attended law school at the University of Oregon School of Law and received certificates in Estate Planning and Taxation.
Kiffanie, her husband and two young daughters live in The Dalles, Oregon. She most often can be found spending time with her girls and family. Kiffanie is a member of PEO Chapter BF of The Dalles.

Madison A. Belshe is a Sherman County native who went on to earn a Bachelors of Science Degree in Agriculture Business Management from Oregon State University. Maddie joined Campbell Phillips PC with an extensive background in insurance and all facets of the agriculture industry. Maddie's diverse business background lends itself to the fast pace of a law office and her genuinely caring nature is a relief for clients who are nervous about the legal process. Maddie lends a steady, helpful and supportive hand as she handles client’s immediate needs and patiently explains procedures. While our clients count on open and frequent communication with their attorney, Maddie is an additional liaison between the clients and our firm to ensure prompt responses to client questions and concerns.
In her free time, Maddie remains involved in her family farm and is integral to its harvest operations as equipment operator. She also enjoys tennis, spending time with friends and family, hunting, church and politics.
